In 2012, the CPUC ruled that California Public Utilities Code Sections 451 and 399.2(a) give the electric Investor Owned Utilities (IOUs) authority to shut off the electric power to protect public safety. While the authority to de-energize lines has been around since 2012, few lines were de-energized under this authority until 2019.

This de-energization of lines is intended to reduce the risk of fires caused by electric infrastructure when strong winds, heat events, and related conditions are present. The practices is now commonly known as Public Safety Power Shutoffs (PSPS).

While the CPUC ruling covers investor owned utilities, some publicly owned utilities have also started using PSPS.
