Monika Stoeffl has over 15 years experience in emergency management and risk analysis, including writing plans, designing table-top and full-scale exercises, conducting trainings, facilitating cross-agency collaboration, and conducting risk analyses. She received her MBA in International Business from Thunderbird School of Global Management with a focus in operational risk management and competitive intelligence. With a passion for finding connections in complex systems, Monika brings together her diverse backgrounds and experiences in emergency management, business continuity, competitive intelligence, science, anthropology, psychology, project management, and international travel to offer a multi-perspective cross-disciplinary approach to resiliency.

Jeff Hamilton
Chief Financial Officer
Jeff Hamilton has over 22 years of emergency response and business recovery experience in executive management positions. During that time, he developed multiple unique emergency response and recovery approaches for many Fortune 500 companies. Prior to that, Jeff built a strong business acumen with positions in engineering, operations and business development in a variety of industries including high tech, finance, and manufacturing. More recently, Jeff has combined his technical and business background with talents in videography, founding EH LearnMedia LLC, to develop the visual learning and training aspects necessary for robust emergency response and business continuity programs. Jeff is a graduate of the University of California, Davis with a Bachelor of Science degree in Chemical Engineering. He has also served multiple terms as Director of Finance on the BRMA Board of Directors and is an active Ambassador for the Vacaville Chamber of Commerce.

Marissa Walsh Keaney
Chief Administrative Officer
Marissa currently works at Google in the San Francisco Bay Area as a Regional Safety & Security Manager responsible for security operations and training/exercises locally as well as emergency planning and risk mitigation programs spanning North America. Previously she led global emergency response programs for Google's legal compliance team, which provides 24/7 support to law enforcement agencies worldwide for user data requests concerning imminent threat to life investigations (e.g. bomb threats, school shootings, missing persons, suicide prevention, etc). Marissa supported the Google.org Crisis Response team in the 2017 Sonoma County wildfires, managing online content related to mass care shelters on Google/Cal Fire technical maps. Marissa earned her Bachelor's degree from UC Berkeley, her Masters degree from the University of San Francisco, and holds certifications in Crisis Leadership, Homeland Security and Emergency Management from Harvard and UCLA Extension. She volunteers as a mentor for young women pursuing careers in homeland security through the non-profit Girl Security.

Erica Agiewich
Board Member
Erica Agiewich joined Applied Materials in 2017 as the director of Global Business Continuity Planning and Emergency Response. She manages a team of business continuity and emergency response professionals as well as a global network of volunteers in over 20 countries. Erica previously held positions in risk and resiliency at Stanford’s Graduate School of Business, IntraPoint AS and Cisco Systems. She is a Certified Business Continuity Planner (CBCP) through the Disaster Recovery Institute (DRI) and is a member of the Bay Area Recovery Managers Association (BRMA). She holds a BA and MA in International Studies from UC Berkeley and the University of Washington, Seattle, respectively, and an MBA from Santa Clara University.

Fiona Raymond Cox

After leading both Marsh and PricewaterhouseCoopers’ Business Continuity practices in San Francisco and Hong Kong, respectively, Fiona founded Raymond-Cox Consulting in 2010, a San Francisco-based, boutique business continuity and emergency planning consulting firm. Fiona is a Fellow of the Business Continuity Institute (FBCI), serves as an Expert on ISO/TC 292, is an accredited ISO 22301 Lead Auditor, and recipient of the BRMA 2020 Award of Excellence. She was President of BRMA from 2017-2019. As a California Disaster Corps member, Fiona was part of the initial intake and trained for the first program of its kind to incorporate disaster-trained volunteers such as Neighborhood Emergency Response Team members into California’s mutual aid system. From 2008 – 2016, she led the Emergency Preparedness Committee for a K-8 grade public school.

Marianna Thomas
Board Member
Marianna Thomas is an emergency management professional with more than 10 years of experience leading 30+ disaster response and recovery operations including Los Angeles Wildfires, Camp Fire, Tubbs Fire and Hurricane Helene. She is an American Red Cross Mass Care Chief and FEMA-trained Public Information Officer (PIO) with extensive experience in preparedness, mass care and recovery. A former senior product manager at Apple and CEO of a technology marketing firm, Marianna brings together her technology background and passion for service to her role on the American Red Cross Enterprise AI team. Marianna has been a guest lecturer on crisis communications and emergency management at Stanford University and UC Berkeley. She is a certified Somatic Experiencing Practitioner, integrating trauma-informed approaches into her work.

Richard Scott Mitchem
Board Member
Scott has over 40 years of experience including investigations, security operations, risk mitigation, emergency management, incident response, training/exercises and special event support. Scott’s service includes being a retired special agent with the Air Force Office of Special Investigations, and a 20-year career with the Department of Homeland Security's (DHS) Cybersecurity and Infrastructure Security Agency (CISA) as the Supervisory Protective Security Advisor for SoCal and Hawaii. Scott earned a Bachelor’s degree from Wayland Baptist University, an MBA from Chaminade University of Honolulu, and earned ASIS International certifications of Certified Protection Professional (CPP) and Physical Security Professional (PSP), demonstrating his expertise in security program management and physical asset protection.
